The Wattle Range Council is located on the picturesque Limestone Coast, stretching from the Coast to the Victorian border and encompassing the seaside towns of Beachport and Southend through to the renowned wine region of the Coonawarra. Reporting to the Director Corporate Services, the Manager Financial Services is responsible for the effective and efficient management of Council’s financial operations as well as providing expert professional accounting and financial advice to the Executive Leadership Team (ELT).
Key responsibilities include:
Supervise, direct and manage all financial services functions of Council including Financial Analysis & Reporting, Payroll, Accounting and Finance, Accounts Payable, Accounts Receivable, Purchasing and Procurement, Rates and Revenue
With assistance from the Financial Planning Analysis team, prepare Council’s Annual Business Plan and Budget in consultation with ELT, Managers and other Council officers
Prepare Council’s Annual Financial Statements, associated reports, notes and other information in the required legislative format ready for audit by Council’s external auditor
Develop and annually review Council’s Long-Term Financial Plan (LTFP) and associated documents as per legislative requirements
Provide expert advice to ELT, Elected Members and Council staff in relation to budget issues and other financial matters
Ensure Council has a suite of internal control policies, procedures and checklists as required by legislation
Ensure Council’s corporate accounting and financial software systems are up to date and available for use
To be successful in this role, you will have:
CA/CPA (Ideally) with a tertiary qualification in accounting and finance
Proven experience managing and developing a diverse range of accounting staff is essential
Strong leadership skills with the ability to set priorities to meet critical deadlines
Excellent communication skills, both written and verbal, at all levels of business
A positive approach to continuous improvement and shared best practice, specifically around financial systems and processes
Candidates with prior experience in Local Government with an understanding of relevant Legislations, Acts, and Policies are encouraged to apply.
